Job Description

ThinkWell is seeking a Public Financial Management (PFM) Lead for an anticipated Millennium Challenge Corporation (MCC) project in Lesotho. The project, led by ThinkWell’s partner, will provide technical expertise and support to the MOH to achieve improved health outcomes by strengthening the Lesotho PHC system. The project will do so by improving the quality and availability of essential primary health services, improving management capacity of DHMTs to plan and deliver PHC services and improving services through better data use for decision making at the DHMT level. ThinkWell will lead activities related to health financing, improving financial management, and improving the use of financial data for planning and programming.

The PFM Lead will be responsible for implementing the PFM workstreams, including DHMT planning and financial management capacity building. They will support policy reforms and their implementation at the district level that will improve financial autonomy and management. They will work with the Financing Health Service Delivery Results contractor to ensure that funding secured through the granting mechanism is used appropriately to improve health outcomes and will support tracking of the measurement of these outcomes.

This is a full-time position based in Lesotho and is contingent on securing the proposal.

Program Design and Implementation
  • Provide technical assistance around strengthening financial information systems.
  • Lead assessments of stakeholder capacity and develop training plans.
  • Support national and subnational government stakeholders to build skills for the development of national health financing strategies, budget planning, preparation and execution, and budget advocacy.
  • Lead analyses on health system resources and health expenditures, including out-of-pocket spending, financial forecasting, benefit incidence analysis, resource tracking and cost-effectiveness.
  • Lead analyses and planning for increasing domestic resource mobilization, including from the private sector.
  • Conduct desk research including literature reviews, data mining and analysis on relevant technical and policy issues and effectively summarize findings.
  • Provide quantitative and qualitative data analyses across a range of subjects.
  • Engage counterparts at the Ministry of Health and at the DHMTs to improve their operations, provide policy recommendations, and assist in incorporating financial management systems.
  • Produce high quality written reports and presentations, including technical documents, project status reports, policy briefs, and publications for conferences and journals.
  • Contribute to sections of donor reports and coordinate team member input.
  • Prepare communications for policy and technical meetings or forums.
  • Occasionally represent the project with external partners, donors or stakeholders at meetings and events.
  • Develop and maintain strong working relations with technical and management units in the consortium.
